The local elections of Councillors in May of 2011 is expected to be accompanied by the Central Government sponsored "Localism Bill".

Local (community, neighbourhood, parish, town and village) councils are the first tier of local government in England and in this authors view the most important.

The elected councillor's generally live within and work diligently to represent the local community, they deliver services to meet local needs and work to improve the quality of life and community well being.

The “Localism Bill”, is designed to bring much wider powers, responsibilities and accountability for Parish Councils thereby enabling them to more effectively support and give guidance to the, general, business and support communities.

Most independant analysts and commentators consider these elections to be the most important since Parish Councils were established one hundred and seventeen years ago by the "Local Government Act 1894". However it is also considered that the greater number of Parish Councils have not yet identified this opportunity nor requirement.
